The first meeting of the Tamil Nadu Cabinet, chaired by Chief Minister C. Joseph Vijay, was held at the Secretariat in Chennai on Friday (June 5, 2026). During the meeting, the new government unveiled a comprehensive vision framework titled ‘Vetri Tamizhagam Vision Document’, outlining 436 vision statements that will guide the State’s governance and development agenda. The document incorporates a wide range of promises made by the Tamilaga Vettri Kazhagam (TVK) during the campaign period leading up to the 2026 Tamil Nadu Assembly elections.
According to official details, the vision document has been conceptualised as a long-term policy blueprint and is broadly organised into 10 major pillars, drawing inspiration from themes found in the classical Tamil literary work Tirukkural, including Aram (virtue), Porul (wealth), and Inbam (joy). These pillars are further broken down into 54 sub-pillars, allowing for a structured and department-specific approach to governance. The framework aims to balance cultural values with modern administrative and developmental priorities.
The pillars outlined in Vetri Tamizhagam cover a wide spectrum of focus areas. These include the promotion of Tamil identity and pride, ensuring dignified living conditions and social security for all sections of society, special emphasis on women’s welfare and youth development, and targeted initiatives for farmers, agricultural labourers, and fishermen. The document also places strong emphasis on achieving world-class standards in education, strengthening healthcare systems, protecting the environment, expanding infrastructure, fostering economic prosperity, and establishing a people-centric government rooted in honesty, transparency, and accountability.
Briefing journalists after the Cabinet meeting, Minister for Energy Resources and Law R. Nirmalkumar said that clear and specific targets have been fixed for every department under the new framework. He explained that all 436 vision statements have been distributed among 35 government departments, ensuring direct responsibility and accountability. While the Cabinet discussed broad policy directions and priorities during the meeting, individual departments have been instructed to translate these goals into detailed action plans, complete with measurable outcomes and clearly defined timelines for execution.
The Minister said that these departmental action plans would serve as operational roadmaps, enabling the government to monitor progress and ensure that commitments made in the vision document are implemented in a time-bound manner. He added that regular reviews would be conducted to assess performance and alignment with the overarching goals of Vetri Tamizhagam.
Responding to queries from the media, Mr. Nirmalkumar clarified that the Karnataka government’s proposal to build a balancing reservoir across the Cauvery at Mekedatu was not specifically discussed during the Cabinet meeting. However, he reiterated that the Tamil Nadu government’s position on the project remains unchanged and that the State would pursue all available legal options to oppose the construction, in line with its long-standing stance on protecting Tamil Nadu’s water interests.
On another issue, the Minister said there was no discussion in the meeting regarding the proposed greenfield airport project at Parandur. He also highlighted that since the new government assumed office, stringent steps have been taken to curb narcotic drug abuse and the sale of gutka, with enforcement agencies directed to act firmly against violations.
Sources said that Chief Minister Vijay, during the meeting, instructed all Ministers to work in close coordination with their departments to ensure that the poll promises made during the elections are fulfilled through concrete targets outlined in the vision document. He emphasised that governance under the new administration must be clean, transparent, and accountable, with a strong focus on delivering measurable outcomes that directly benefit the people of Tamil Nadu.
With the release of Vetri Tamizhagam, the Vijay-led government has signalled its intent to move from electoral assurances to structured policy action. The vision document is expected to act as a guiding framework for legislative initiatives, administrative reforms, and development programmes over the coming years, shaping the State’s trajectory during the government’s term in office.
